Purpose
The purpose of this page is to outline all procedures related to Eno's participation in Rugby Union ("matrix") and Sevens play.

Eno is a member of the Carolinas Geographical Rugby Union (CGRU) and USA Rugby (USAR). Eno competes as a Senior Club in Women's Division II.

Club Eligibility

Per USA Rugby's eligibility page:
The club must have a current, paid registration with USA Rugby for the appropriate gender and level of play.
Fifteen players must appear on the public roster prior to participation in fifteen-a-side rugby, nine prior to participation in seven-a-side rugby. All players must have a current, paid registration with USA Rugby and appear on their club's online roster as a player for the current registration period.
Each club must have an appropriately certified USA Rugby coach with a current, paid registration affiliated to the club. All contact clubs must maintain at least one Level 200 Certified Coach, while non-contact clubs must maintain a Level 100 Certified coach.
All clubs and individuals must follow all USA Rugby Eligibility Regulations as well as all Local Governing Union regulations and procedures.
Player Eligibility

Refer to USA Rugby's Eligibility guidelines (page 7) for specifics. Generally, players must be over the age of 18, in compliance with CIPP, and registered to the Club with which they play. There are additional rules for championship qualifying matches to prevent club-hopping.
Refer to policies and guidelines from USA Rugby and the International Olympic Committee (from which USAR's rules are adopted) for gender-related eligibility rules. Note that athletes are not required to undergo an evaluation to establish eligibility before engaging in competition, but may elect to do so voluntarily, or may be referred to do so through an opposing team's challenge of their eligibility.
Selection Committee
Players are eligible to play for Eno if they are female-identifying, aged 18 or older, CIPP-registered with USA Rugby under Eno River Rugby, dues-paying or in agreement with Treasurer regarding dues, and have submitted player health and safety information (see below). Players are selected to play by the Coaches with input from the Captains (selection committee), per bylaws.
Players wanting to dispute their ability to play due to practice attendance or skill/ability should talk to the Coaches. Players with questions or concerns about their eligibility from a USA Rugby standpoint should talk to the President.
Arranging Matches
All board members should use the collaborative Match Planning Checklist to indicate completion of important tasks; use the checkboxes and include the date completed where indicated. The President will duplicate and relabel the necessary tabs on this worksheet prior to each season/match. Refer to the Annual Schedule on a monthly basis for specific time-bound task reminders for each individual.
The Match Secretary is principally responsible for duties related to arrangement of matrix and friendly matches. The Match Secretary will work closely with the Coaches to ensure match arrangements set the team up for success as much as possible. These responsibilities include:
Maintaining a contact list for other teams and using this to proactively communicate about home and away match details
Communicating match details to Eno players in a timely manner
Working with Coaches and ToRo to arrange fields and determine kickoff times for home matches
Arranging volunteers for match field setup and breakdown, and managing these processes on match days
Arranging referees for each home match and coordinating payment with Treasurer
Arrange athletic trainer for each home match and coordinating payment with Treasurer
The Treasurer is responsible for timely payments to all vendors, which can only be accomplished through consistent communication with the Match Secretary as details evolve.
The President will be involved to the extent necessary in resolving issues and advocating for Eno's best interests with the Union and with other Clubs, as well as in financial decision-making. Other board members will have supportive duties to ensure home matches run smoothly.
Arranging Fields
Historically, Eno has rented practice fields from Durham Parks and Rec (Frank Sidoti is the contact, and Campus Hills or Herndon Park have been our most consistent locations). Deaner submits a request prior to the Fall and Spring seasons, indicating preferred fields, dates needed, and confirming ability to use lights. Durham Parks and Rec generally does not have suitable fields available for matches, so these have been played at Durham Public Schools (Carrington Middle School, Riverside High School) or Chapel Hill Public Schools (Mary Scroggs Elementary).
The Coaches provide assistance with scouting fields to ensure requirements for practice and match needs are met. The Coaches (typically Deaner) may make field arrangements in the interest of simplicity, due to having prior experience and relationships with contacts from Durham Parks and Rec or Durham Public Schools.
For the 2021-2022 season, Eno will continue to collaborate with Tobacco Road Rugby (ToRo) to share practice and match fields. ToRo plays at Bethesda Elementary School. Eno has committed to making every effort to overlap with ToRo to create Rugby Days where both teams play their home matches on the same date at the same location, and may social together afterward. An insurance certificate may be required for field reservations. One can be requested from USA Rugby here once the team CIPP is active for the year.
The Match Secretary is responsible for submitting a proposed field budget to the treasurer at the start of each season. The person making field arrangements (or commitments through ToRo) is responsible for submitting an expense request (this may be the Match Secretary or designee such as a Coach).
The Match Secretary is responsible for arranging volunteers for field setup and breakdown for each home match. This includes measuring and lining the field in accordance with USA Rugby's defined field specifications, and storing/maintaining all equipment (or designating an appropriate person to do so) such as lining equipment/paint, ropes/flags, and uprights/pads. Be sure to budget enough time for setup which can take several hours, and arrive with an organized plan so volunteers can be given clear directions at the outset.
Reporting
Match sec and coaches are jointly responsible for reporting to the union on matches, per the procedures outlined here by the CGRU.
Coaches create the roster ("Team Sheet") prior to the match and either submit themselves, or send to match sec for submission into the CMS.

Referees
The Treasurer is responsible for paying the Club's SERRs dues on a yearly basis so that referees can be assigned. This must be done after the team CIPP has been completed (refer to Financial procedures for details of this process).
The Match secretary is responsible for communicating the full season schedule prior to deadlines (August 15th for fall, December 15th for Spring), checking that assignments were made for home matches, reaching out to the assigned referee no later than the Wednesday prior to each home match, and coordinating with the Treasurer for payment of the referee for each home match.

Health and Safety
Match Coverage
It is a CGRU requirement to have a trained medical staff person at the field for each match, who is not a player on the field. We have used Select Medical in the past to hire athletic trainers or EMTs. The contact is Caitlin O'Connor: cboconnor@selectmedical.com.
We have also gotten a wonderful trainer, Darrell, through Kelsey Rene.
Player Health and Safety Data
Becks is our Health and Safety Officer and manages player heath and safety information. If Becks will not be present at a match, she will designate a specific person to manage this information in the event of an injury. We use a heath and safety form which logs confidential information related to relevant health conditions, insurance, and other details that may be needed if assisting an injured or ill player in seeking care at a hospital or other urgent/emergent healthcare capacity.
Concussion Testing
We formerly used the King-Devick concussion test. However, the test's validity and ease of use on the sideline was a concern. If a player experiences head-on contact in a match, they should be assessed by the trainer at the match and follow recommendations for follow-up care. If this occurs at practice, they should immediately stop play and follow up with their healthcare provider as soon as possible.
Individual Liability
Players assume liability for their own injuries when they step onto the rugby pitch. All individual players are highly encouraged to maintain active health insurance for themselves. USA Rugby offers a limited supplemental insurance plan for players who experience an injury while playing in a USA Rugby sanctioned event, and players can file a claim with this policy here.
